Removal of Cinder Block Beds and Shelves and Associated Work

at Juvenile Detention Center

 

DEADLINE:  Wednesday, October 1, 2025 no later than 12:00pm (EST)

The Northern Virginia Juvenile Detention Center is seeking qualified contractors to provide demolition, disposal, and restoration services at the Juvenile Detention Center. This project involves the safe removal of existing cinder block beds and shelves from secure housing units, with all work to be completed in an operational, secure, and occupied facility.


Project Overview

The selected contractor will be responsible for:

 

  • Demolition & Disposal: Removal and proper disposal of 70 cinder block/concrete beds and shelves in compliance with all safety and environmental regulations.

  • Surface Preparation: Cutting and leveling of affected areas to ensure a uniform surface for restoration.

  • Flooring Repair: Remove and replace epoxy flooring.

  • Wall Restoration: Repair of cinder block walls to original condition after removal.

  • Wall Painting: Paint walls and ceilings.


Work Conditions & Constraints

 

  • Work will be performed during regular business hours.

  • Only one housing unit will be addressed at a time to minimize operational disruption and maintain facility security.

  • Contractor staff must comply with all security clearance requirements, including background checks and escort protocols.


Additional Information

 

  • 60 of the cinder block/concrete beds and shelves are located on the facility’s lower level and are the priority in terms of timing. One bed has been partially deconstructed to ascertain its construction. Pictures and details are attached for those 60 beds/shelves. The beds are hollow and filled with loose construction debris. The 10 cinder block/concrete beds on the upper level do not have shelves.


Proposal Requirements Interested contractors should provide:

1. A detailed cost estimate broken down by task.

2. A proposed project schedule, including estimated duration per housing unit. Contractors should clearly state their earliest estimated start date.

3. A summary of relevant experience in secure facility environments.

4. Proof of insurance and all applicable licenses.
